Kuffarah for breaking a promise (Qassam)

Assalaam-o-Alaikum
if one has to pay the Kuffara for breaking a promise, can it be done by giving the money to the needy for two times meal, instead of giving them the meal itself?

Please know that the Kuffara is not feeding the needy for two times meal. It is as under:

He should either feed ten (10) poor people the quality of food he provides to his family or give dresses to them or emancipate one slave and if he is not able to do any of these things, he should observes three (3) fasts. You may read the Qur'an (5:89) from where this Kuffara has been described.

Yes. You may give money to them either of the worth of meals or of clothes.
