If you are involved or interested in studying Islam, or discussing Islam or teaching Islam, then I would strongly recommend that you download and read the book "Who should perform Ijtehad?" freely available on one of the most highly visited and popular web sites www.islamtoday.net , the English section is www.islamtoday.net/english/

and the books can be downloaded from the link
www.islamtoday.net/english/library1.cfm

The books already read and recommended by me are :
Who should perform Ijtehad?
Pitfalls in the quest for knowledge
The prophetic commentary of the Qur'an
I plan to read the following book "Dioscourses on Islamic law and matters of public interest" now and would also recommend the sincere students to read this book and others available on the web site like "The Meaning of Our Testimony that Muhammad (peace be upon him) is the Messenger of Allah".
