In fact they come either to remind any imp thing about it or clearify any point about it. 2) "not all sunan are mandatory" means that those are not obligatory for everyone. For example Namaz is one of the sunans. daily 5 prayers are mandatory but Janazah, a form of the prayer is not mandatory for everyone. We all know that if some people of a certain area participate in Janazah Prayer then it'll be enough to raise the burden of obligation from all people of that area. I hope this clarification helps.
