They named ruku (act of bowing down) practiced in the ritual prayer. The name ruku has been given to the division of the Qur'an becauuse they provide a sufficient part of the Qur'an which can be read in each raka'ah of the prayer. People could name things based on diffirent aspects of them. As regads the word hizb it means a party, part, group.
